If you leave it going for a substantial amount of time does it ever finish? I've seen it take upwards of ten minutes to shut down while rebuilding the cache after certain updates and installs. It's able to start up again without having successfully rebuilt it (say if the your computer is forced to shut down) but it will try again to rebuild it later when the computer is idle. macOS blocks shut down and reboot if it is currently in the process of rebuilding the driver cache. Also, the hang that you're experiencing on shutdown may not actually be a real OS hang.
We've also tested the Ambrosia install locally on 10.14.1 and 10.14.2 though I don't currently have installation times for them. I just tested on my 10.13.6 machine and it took over five minutes for the install to complete successfully. How long have you let the installer attempt to finish? On earlier macOS versions driver installations were very quick but starting with macOS 10.12 they can take a significant amount of time to complete due to rebuilding the macOS driver cache. Sorry that this installer is causing issues for you. It messed up my iMac and I can no longer shutdown or reboot. It's either incompatible with MacOS Mojave or there's something else.
